I had the same problem when I bought my first pushup bra. What I found out is that my breasts aren't just for the normal/ commercially sold "A" cups. And maybe that's why your bra is dipping below the nipple. I'm not sure if you have adjusted the straps. But to give you an idea on how I did come up with my real A cup size, I used this fitting guide-->http://www.sugarchilli.com.au/fitting_guide. Try measuring yourself with this. I'm sure it will help as it is designed for the small busted.

Try watching this video as well--> http://www.sugarchilli.com.au/blog/which-one-of-these-boobies-is-most-like-yours-getting-the-right-small-bra-fit-2/ This is such a quick and easy way to size your bra with your breast and it's funny too! :)
References :
http://www.sugarchilli.com.au/blog/which-one-of-these-boobies-is-most-like-yours-getting-the-right-small-bra-fit-2/

You should find a department store that does professional bra fittings, it sounds to me like you're not wearing a small enough band size. Another tip is you could try bra shopping in the girl's section, they have some plain colored or white bras (So not everything looks like something that should only be worn by 11 year olds), even some with slight padding, the sizes run slightly smaller than in the woman's section.
References :
Wear full cup bras. It sounds like you're wearing a demi-cup bra, which would, yes, sometimes slide down. Just keep to your cup size, and regulate a type of bras. For occasions, buy push ups, for hanging out ,by full cup/comfort bras, and for sleeping by sports bras, or demi cups, whichever is comfortable, or sleep without one. Different occasions, unfortunately, do call for different bras!
